Hellfire Citadel LFR will have a staggered unlock schedule, in the style of Highmaul and Foundry LFR. All four difficulties are on separate lockouts, including Normal and Heroic. You cannot queue for one wing only in Normal, Heroic, or Mythic. With bear tartare nerfed post Legion, it is near impossible. I would highly recommend finding someone that doesn't mind spending their lockout on the first boss, as you guys won't be able to separate due to the mythic instance ID.
